Background
Violence against women and girls with disabilities (WGWDs) is a significant issue that is related to both gender and disability-based discrimination and exclusion. Although women and girls with disabilities experience many of the same forms of violence that all women experience, when gender and disability intersect, violence has unique forms and causes, and results in unique consequences which can be magnified by the social exclusion, limited mobility, a lack of support structures, communication barriers, negative social perceptions and dependence. WGWDs tend to have lower educational, financial, professional, and social success than both non-disabled females and their disabled male counterparts. Additionally, discrimination towards PWDs, coupled with attitudes towards women in patriarchal societies as Palestine put WGWDs at this increased risk for violence.
In the Palestinian context, women and girls with disabilities are neglected and excluded to a great extent from the state/non-state anti-VAW programs including prevention, response.
Accordingly, Stars of Hope society in partnership with The Social and Economic Policies Monitor (Al-Marsad) will implement “HEMAYA” project, funded by UN TRUST FUND to have ‘Women and girls with disabilities (WGWDs) survivors in West-Bank and Gaza-Strip safely access adequate and appropriate support services by end of the project”. The project goal is expected to be achieved through fulfilling the following outcomes:
- The capacities of SHS, selected WGWDs and their caregivers and DPOs in Gaza and the West Bank are enhanced to effectively advocate for ending violence against WGWDs by the end of the project.
- Referral and monitoring systems for violence against WGWDs are established and utilized in West Bank and Gaza Strip by the end of the project.
- Level of coordination and collaboration of state/non-state duty-bearers towards ending violence against WGWDs in West-bank and Gaza-Strip is enhanced by the end of the project
The consultancy
Assignment:
The M&E consultant is a key member of the project team, support to produce M&E system that defines standards/ measures, indicators, track, approaches, methods, tools and application plan to allow systematic participatory monitoring and evaluation of project achievements, results, changes and impacts. He/she will play a catalyst role to support building M&E capacity, and together with the project team, to implement the M&E system, planning, recommending adjustments and reporting.
Time duration & location:
The assignment is planned to take place in West bank and Gaza Strip for a short term basis and spread over three years, starting from October 2018.
Duties and Responsibilities
The major duties and responsibilities of the M&E consultant will include:
- Building the project M&E Matrix: In line with the Results and Resources framework (RRF) and in consultation with the project team, the consultant shall produce a M&E matrix/plan that will define the timeframe, means/tools of data collection and responsibilities
- Selection of the data collection tools: Tools required for the baseline data collection, Mid-term project review, ongoing data collection, end-line data collection
- Identify the specifications of the data collection tools: (e.g. focus group guides/interviews questions)
- Provision of the base line data and targets: In accordance with the UN-TRUST quality standards and the RRF, provide the baseline data and targets inserted into the RRF
Additional duties might include:
- Provision of technical support to project team - if needed- during the revision of the Results and Resources framework (RRF) and during the development of the data collection tools.
