Background and Justification
The Center for Defense of Liberties & Civil Rights “Hurryyat” is a human rights none governmental organization located in Ramallah. Hurryyat is an active organization in strengthening the culture of respect to HR-IHL and the Palestinian basic law which guarantee human basic rights, focusing on the United Nations Convention against Torture (UNCAT), especially after Palestine’s accession to 15 international treaties including UNCAT, where falls the obligation of Palestinian human rights organizations towards protecting, respecting and fulfilling the enumerated rights.
Hurryyat is in need of a Human Rights Consultant to provide three sensitization sessions in coordination with the Bar Association for law graduates during their practical training a in different governorates. New graduates need to know how to deal with victims of torture, and how to defend the rights of the Palestinians subjected to torture
The consultant, in consultation with the project team will prepare an outline for the following topics
- Criminalization of torture in international law
- Convention against Torture and its compatibility with Palestinian law regarding the accountability of perpetrators of torture
- The criminal responsibility of the perpetrators of the act of torture
- The guarantees provided by the Palestinian Code of Criminal Procedure to protect against torture and its practical application
- Istanbul Protocol concerning the structure of torture victim interview and interview considerations
- The role played by human rights organizations in combating torture in detention centres
Hurryyat expects to empower students with legal and judicial materials dealing with torture, which can be used in practice to build pleadings for their clients who have been subjected to torture and how to deal with their confessions, which were built as a result of torture. Also highlighting the importance of the commitment of the State of Palestine after the practice of torture expression of commitment to international conventions, which would strengthen the role of the State of Palestine and its institutions in the fight against torture in Israeli prisons.
Scope of Work and Objectives.
Under the direction of the Executive Director and project coordinator, the consultant will:
- Prepare a schedule of work
- Gather and review relevant materials
- Provide a 3 hours session for law graduates in the agreed upon topics
- Provide the project coordinator with a report about the training no later than two days after the training implementation.
