عُرف الغيتو الأمريكي باحداث متكررة من الانتفاضة وأعمال الشغب في عدة مدن ، من ديترويت في الستينيات حتى لوس أنجلوس عام 1992 أو فيرجسون في الآونة الأخيرة. أدى ارتفاع العنف والصراع مع الشرطة إلى ظهور أساليب جديدة من التحرك من قبل الطبقة العاملة في محاولة لتحويل الغضب إلى عمل جماعي بناء. باستخدامها اساليب متطورة لتنظيم المجتمع ، تمكنت هذه اجماعات من إشراك المواطنين المحرومين وبناء الوحدة بين الأقليات العرقية المنقسمة بشكل خاص. وقد أدت هذه التحركات إلى تغييرات هامة في السياسات خلال العقد الماضي (ارتفاع الحد الأدنى للأجور ، وحدوت تحسينات على ممارسات الشرطة تجاه الشعب، وتمويل برامج التعليم العام أو وسائل النقل العام ، إلخ) على المستوى المحلي بدايةً. أدت هذه الانتصارات أيضًا إلى تحقيق إنجازات أكثر أهمية على مستوى الولاية في كاليفورنيا وأماكن أخرى من خلال التنسيق الفعلي بين المنظمات المحلية. تاتي هذه الإصلاحات واسعة النطاق في كثير من الأحيان ، على حساب عدم تمكين المشاركين الضعفاء بهذه الحركات. يتطرق هذا البحث اذن الى المفاضلات بين العمل المحلي والتغيير الاجتماعي على نطاق واسع


جوليان تالبين هو باحث في العلوم السياسية في المركز الوطني الفرنسي للأبحاث العلمية CNRS وعضو في مركز البحوث الادارية والسياسية والاجتماعية في جامعة ليل CERAPS. يحتل جوليان تالبين ايضا منصب مدير مجموعة لها اهتمامات علمية تدعى " ديمقراطية ومشاركة " كما انه عضو في هيئات تحرير مجلة "مشاركات وتحركات"، كما يقوم بتنسيق مشروع بحث جماعي بتمويل من الوكالة الوطنية الفرنسية للبحوث " " ANR بعنوان "تجارب التمييز والمشاركة والتمثيل في الأحياء الشعبية" ، ينصب اهتمامه على كيفية تعرض السكان الضعفاء للتمييز وكيف ينظموا أنفسهم بشكل جماعي للرد على في الاحياء الشعبية في فرنسا وأمريكا الشمالية. يتهم أيضًا بنقل وتداول الابتكارات الديمقراطية على جانبي المحيط الأطلسي ، والتي جاءت في دراسته حول "تنظيم المجتمع" حيث يدرس دور الشبكات والمؤسسات الاجتماعية في تهجين الثقافات القائمة على المشاركة. قام بنشر كتاب "تنظيم المجتمع" من أعمال الأخلال بالأمن إلى تحالف الطبقات الشعبية في الولايات المتحدة ، أسباب التصرف ، 2016 ؛ الإسلام والمدينة. التزامات المسلمين في الأحياء الشعبية ، Presses Universitaires du Septentrion ، 2017 ( تحرير ج اوميل و ف فريغوسي) ؛ الصراع في المناطق الحضرية. المشاركة و في الصراع في المناطق الحضرية. المشاركة وديمقراطية التحقيق في ألما-غار Le Croquant، 2015، بمشاركة ب. كوسار

Building power from the bottom-up. Community organizing in California's working-class neighborhoods

The US ghettos have known regular events of urban uprising and riots, from Detroits in the 1960s until Los Angeles in 1992 or Ferguson more recently. Violence and conflict with the police have given rise to original forms of mobilizations from the working-class, trying to transform anger into constructive collective action. Using sophisticated methods of community organizing, these groups manage to engage disenfranchised citizens and build unity among divided ethnic minorities in particular. These mobilizations have given rise to important policy changes in the last decade (rise of the minimum wage, reform of policing practices, financing of public education programs or public transportation, etc.), first at the local level. These victories have also resulted in more significant achievements at the state level in California and other places, through important coordination among local organizations. These large scale reforms often come, however, at the cost of a disempowerment of the more precarious participants to these movements. This research therefore investigates the trade-offs between local action and large scale social change.

Julien Talpin is a permanent research fellow in political science at the French National Center for Scientific Research (CNRS). He is member of the Center for Administrative, Political and Social Research (CERAPS) at the University of Lille. He is the co-director of the research network “Democracy and Participation”. He is editor of the journals Participations and Mouvements. He also coordinates a collective research project financed by the French Agence Nationale de la Recherche, “Experiences of discrimination, participation and representation in poor neighborhoods”, that investigates how experiences of discrimination shape organizing capacities in French and North American poor neighborhoods. More broadly, his research deals with political participation, civic engagement and democratic innovations in poor neighborhoods in France and the US. He has recently published Community organizing.
